Terms of Reference
Background
Climate Compatible Growth (CCG) is a £95m UK aid-funded project which aims to support investment in sustainable energy and transport systems to meet development priorities in the Global South. CCG brings together some of the UK’s leading universities including UCL, Oxford, Cambridge, Imperial College, the Open University and Loughborough University, with the Centre for Global Equality, KTH Royal Institute of Technology, and Climate Parliament. It is directed from the Centre for Sustainable Transitions: Energy, Environment, and Resilience, at Loughborough University. Our team includes experts in applied research in sustainable development and related topics.
Our strategy is one of partnership, collaboration and empowerment. This means that we work with countries, empowering them to make their own decisions on energy policy and the infrastructure projects for which they wish to attract climate finance investment. In our approach, we always work with a university partner in-country and establish a local team of CCG co-ordinators. We empower countries by developing skills in energy modelling and analysis locally, to sustain this for the future. Our research is demand-led and practically orientated to help provide solutions to the economic and environmental challenges faced by developing countries.
The Kenya CCG Network
The Kenya CCG Network began in October 2021 as CCG’s first partner country network, with Strathmore University’s Energy Research Centre leading as the institutional partner in the country. Through the Kenya country network, the CCG programme collaborates with key policymakers, along with leading domestic researchers from Kenya academic institutions.
In Kenya, we aim to empower members within the Government of Kenya to devise and implement inclusive, low-emission, resilient energy and economic policies. To reach this goal, we conduct a range of research and collaboration outputs, including co-creation workshops and capacity building events. Purpose of the consultancy
The purpose of this assignment is to support coordination between Kenya’s Ministry of Energy and Petroleum (MoEP) Technical Implementing Team, the Kenya CCG Network, and external experts, government agencies, research and academic institutions and other partners. The successful, Kenya-based, candidate will work closely with the MoEP and CCG to ensure different energy and energy-related polices are aligned and that key stakeholders are brought for consultation and expertise. The candidate will ensure strong communication between the multiple stakeholders, and develop a work plan to ensure regular contact.
Main activities
The consultant will undertake the following activities:
- Provide primary coordinating and support function of MOEP for all aspects related to Energy Policy and Energy planning
- Consolidate all of Kenya’s energy and energy-related policies and identify the key stakeholders to engage for each policy document
- Develop an engagement and communication plan for all relevant stakeholders to ensure meetings and activities are being delivered on time
- Regularly consult with the MoEP, CCG, technical experts and other partners and stakeholders to ensure consistent alignment throughout the project without duplication of efforts
- Liaise and Coordinate activities between the MoEP’s Technical Implementing Team and other line Ministries or other government bodies (e.g., the Council of Governors)
- Work closely with the MoEP and CCG teams to align project deliverables
- Coordinate campaigns, awareness materials, and inclusive workshops for members of the public and non-governmental sectors
Ideal candidate profile
Have 10+ years of professional experience across the Kenya energy policy and planning and be based in Kenya
A comprehensive background in Kenya’s energy sector planning, financing, energy transition, and some experience in the climate finance sector
Have a strong network of contacts within the energy and climate finance sector in Kenya (across academia, government, international organisation, development partners, civil society and NGOs)
Have experience in delivering professional training on energy- or climate-related topics
Strong communication and organisational skills
Expected tasks and deliverables
- Develop a work plan with the MoEP until March 2025
- Prepare timesheets to account for time spent on each deliverable
- Deliver a policy map which contains an overview of Kenya’s energy policies
- Produce an engagement and communication plan which maps the energy or energy-related policies to the key stakeholders involved
- Consistent engagements with relevant stakeholders to enable project impact and delivery (in the form of meetings, workshops, or other fora)
Reporting relationship
The coordinator will report functionally, using timesheets, based off an agreed upon work plan, to the MoEP by interacting closely and providing support, and administrative and output reporting to CCG’s Country Partnerships (both in Kenya and the UK).
Contractual arrangements
One consultant will be engaged for this assignment. A contract will be signed between The Centre for Global Equality and the individual consultant. Prior to signing this contract, the successful candidate will be required to carry out due diligence unless this has previously been fulfilled.
Duration of the assignment
The assignment covers a total of up to 47 payable working days. Contractual/professional fees will be made upon acceptance of the outlined deliverables as per the agreed upon deliverable timeline (see below) once an invoice has been received.

Work arrangements
The consultant must be based in Kenya and is expected to be able to carry out the assignment from an Office as may be allocated by the Ministry of Energy and Petroleum or from their own office/home but must use their own equipment and resources to deliver the tasks set out.
