Consultancy Opportunities x 4: Developing CLEWs models under Data-to-Deal Framework
Location: Remote with occasional in-person engagements (as necessary)
Duration: Anticipated for the period of 6 months, with possible extensions (initial contract issued until 31 March 2025, up to 60 days in total)
Reporting to: Lead Consultant and D2D Affiliate Countries Lead
Background:
The Climate Compatible Growth (CCG) programme supports evidence-based decision-making and planning for sustainable development strategies in developing countries. Central to this mission are the Data-to-Deal process and the Climate, Land, Energy, and Water Systems (CLEWs) models, which provide integrated analyses for policy alignment and robust decision-making.
These consultants will work collaboratively with the lead expert consultant to develop CLEWs models tailored to the context of four target countries: Benin, Uganda, Botswana, and Lesotho. Knowledge of these countries is required, though the work may be conducted in other countries as necessary.
Objective:
The consultants will:
1. Assist in developing CLEWs models and, where required, other sectoral models for one of the target countries.
2. Support data collection, integration, validation, and analysis to align with the Data-to-Deal framework.
3. Ensure robust and actionable model outputs in collaboration with the lead expert consultant and the D2D lead.
Key Responsibilities:
CLEWs and Sectoral Model Development:
– Collaborate with the lead expert consultant and RAs to develop and refine CLEWs models and other sectoral models for the assigned country.
– Ensure models incorporate accurate, validated, and locally relevant data.
– Support the integration of CLEWs methodologies and other sectoral models into the overall Data-to-Deal process.
– Conduct scenario analysis and provide insights to inform subsequent steps in the Data-to-Deal process.
Data Analysis and Validation:
– Identify and gather relevant datasets for the assigned country.
– Validate and clean data to ensure quality and consistency.
– Support data integration into CLEWs models and other sectoral models using established methodologies.
Capacity Building and Knowledge Sharing:
– Assist in knowledge transfer to RAs and in-country stakeholders.
– Participate in workshops and training sessions organized by the CCG team to strengthen in-country modelling capacity.
– Travel to the selected country for capacity-building activities as needed.
Reporting and Coordination:
– Provide regular progress updates to the lead expert consultant and the D2D Lead.
– Submit monthly progress reports summarizing model development, capacity-building activities, and other executed tasks.
– Contribute to the preparation of technical reports and presentations.
– Coordinate with in-country stakeholders to ensure local relevance and applicability of CLEWs and other sectoral models.
Deliverables:
1. A functional and validated CLEWs model and, where applicable, other sectoral models tailored to one of the target countries.
2. Interim progress reports summarizing key achievements and challenges.
3. Monthly progress reports summarizing model development, capacity building, and activities executed.
4. Contributions to the final report detailing CLEWs and sectoral model outputs and their implications.
5. Participation in workshops or capacity-building activities as required.
Skills and Expertise:
Integrated Resource Modelling:
– Experience in developing CLEWs models or similar integrated resource frameworks.
– Familiarity with climate, land, energy, and water systems integration.
– Knowledge of modelling tools such as OSeMOSYS.
Data Management and Analysis:
– Strong experience in data collection, cleaning, validation, and analysis.
– Proficiency in handling large datasets and working with statistical or modelling software.
Capacity Building:
– Ability to work collaboratively with team members and stakeholders.
– Experience contributing to training sessions or workshops.
– Willingness to travel to target countries for capacity-building activities.
– Willingness to travel to Energy Modelling Platform events for capacity-building activities.
– Support the expert consultant and D2D lead to produce materials as needed
Communication and Coordination:
– Strong communication skills to effectively report progress and engage stakeholders.
– Ability to work in a collaborative, multi-disciplinary team environment.
Qualifications:
– MSc degree in environmental science, engineering, economics, or a related discipline.
– Proven experience in CLEWs modelling or similar frameworks.
– Demonstrated ability to work on projects in one or more of the target countries: Benin, Uganda, Botswana, or Lesotho.
– Familiarity with the Data-to-Deal process is an advantage.
