Consultant for Overseeing Steps 1-3 of Data-to-Deal Process and Supporting CLEWs Model Development
Location: Remote/Occasional In-Person Engagements (as necessary)
Duration: Anticipated for the period of 6 months with possibility of extension (initial contract will be issued for the period until 31 March 2025, 5 days per week)
Reporting to: Programme and Deputy Director
Background:
The Climate Compatible Growth (CCG) programme aims to co-create knowledge products that empower analysts and decision-makers in developing countries. A key focus is the Data-to-Deal process (see link) and the development of Climate, Land, Energy, and Water Systems (CLEWs) models (see link) to enable evidence-based planning and sustainable development strategies.
Objective:
The consultant will:
- Oversee the execution of Steps 1-3 of the Data-to-Deal process.
- Guide a team of junior research assistants (RAs) in developing CLEWs models.
- Ensure that these models are prepared for subsequent application in Step 4 of the Data-to-Deal process.
Key Responsibilities:
Oversight of Steps 1-3 in Data-to-Deal:
- Collaborate with stakeholders to define data collection priorities and establish analytical baselines.
- Ensure data integration, validation, and preparation align with the Data-to-Deal framework.
- Identify and address gaps in the data required for effective decision-making.
Support CLEWs Model Development:
- Provide technical oversight and mentorship to junior RAs in developing CLEWs models tailored to the context of target countries.
- Facilitate knowledge transfer on CLEWs methodologies and best practices.
- Review and refine CLEWs models to ensure they are robust, actionable, and aligned with the objectives of Step 4 of the Data-to-Deal process.
Capacity Building:
- Design and deliver training sessions for junior RAs on data analysis, modeling techniques, and scenario planning.
- Promote collaborative learning and problem-solving within the team.
Coordination and Reporting:
- Work closely with the CCG leadership team to ensure alignment of activities with programme objectives.
- Prepare progress reports, technical documentation, and presentations for internal and external stakeholders.
- Coordinate with in-country partners to facilitate data access and ensure local relevance of CLEWs models.
Deliverables:
- A detailed work plan for Steps 1-3 of the Data-to-Deal process.
- Interim and final reports summarizing data collection, analysis, and CLEWs model development.
- Functional and validated CLEWs models ready for application in Step 4.
- Training materials and documentation for junior RAs.
- Recommendations for scaling and replicating the Data-to-Deal process in other regions.
Skills and Expertise
Integrated Policy Analysis:
- Extensive experience in climate, land, energy, and water (CLEW) systems integration and policy analysis.
- Led development of analytical tools and user-friendly platforms for integrated policy assessment.
Capacity Building and Development:
- Managed capacity development projects across 20 countries, focusing on sustainable development strategies.
- Designed and executed training workshops and advisory missions for government officials and technical staff.
Project Design and Management:
- Successfully designed, funded, and led multi-year international projects in sustainable development.
- Managed partnerships with government agencies, international organizations, and research institutions.
Energy and Environmental Analysis:
- Expertise in quantitative energy systems modeling, including tools like MARKAL/TIMES, MESSAGE, and OSeMOSYS.
- Experience in evaluating energy and environmental policies for diverse stakeholders, including governments and international organizations.
Academic Contributions:
- Published papers on sustainable development, energy policy, and climate change.
- Convener of master’s level courses in energy modelling and supervisor for MSc students.
Stakeholder Engagement and Communication:
- Strong background in engaging high-level officials and facilitating cross-sector partnerships.
- Proven ability to present complex analyses to diverse audiences, including policymakers, academics, and private-sector stakeholders.
Workshop and Event Organization:
- Organized international conferences, workshops, and meetings on financing, risk management, and sustainable energy strategies.
Sustainable Development Expertise:
- Experience supporting sustainable energy transitions and integrated resource planning in low-income and developing regions.
Qualifications:
- Advanced degree in a relevant field such as environmental science, engineering, economics, or related disciplines.
- Proven experience with integrated resource modelling, specifically CLEWs or similar frameworks.
- Strong understanding of data collection, validation, and analysis processes.
- Demonstrated ability to mentor and train junior researchers.
- Excellent project management and communication skills.
- Familiarity with the Data-to-Deal process is an advantage
