Terms of Reference (TOR) for a Consultant on CCG Gender Equality and Social Inclusion (GESI) in CCG partner countries
1. Background
As part of the FCDO-funded Climate Compatible Growth programme (CCG), we are seeking a consultant to provide insights into the current context of Gender Equality and Social Inclusion (GESI) in CCG’s partner countries, focusing on the energy and transport sectors and their broader system requirements. The countries include Kenya, Malawi, Zambia, Ghana, Vietnam, Laos, Nepal, and India. Additionally, the consultant will establish a baseline for demographic data related to GESI and provide actionable recommendations to strengthen inclusion strategies in alignment with the country’s development goals, the CCG programme-wide GESI strategy, and CCG country objectives.
The work will need to be completed by March 2025 and the consultant should focus on only one CCG partner country (Kenya, Malawi, Zambia, Ghana Vietnam, Laos, Nepal, and India).
2. Objectives
The consultancy aims to achieve the following objectives relevant to the clean and equitable energy and transport transition:
- Conduct a contextual analysis of marginalized or vulnerable groups in the CCG partner country, with a focus on its demographics, specific needs, and challenges.
- Review existing policies, legislation, and key actors advocating for GESI in the CCG country.
- Establish a baseline of demographic data relevant to GESI and provide recommendations for effective inclusion in energy and transport systems.
- Identify opportunities and challenges in integrating GESI into projects, capacity building, and research initiatives by CCG.
3. Scope of Work
The consultant will address the following categories and questions:
a. Background
- Determine the percentage of the population that falls into the relevant demographic categories, for example, females, indigenous/ethnic minorities, disabled individuals, those living in poverty, refugees, young people, older persons etc.
- Note the specific energy and transport needs of these groups.
- Assess the appropriateness of collecting demographic data during workshops, capacity-building events, and other activities.
b. Policy
- Identify whether national policy documents or inclusion strategies advocate for marginalized or vulnerable groups, and provide links where available.
- Review policy documents to determine if these explicitly address the needs of marginalized or vulnerable groups and summarize key points as they relate to energy and transport transitions
c. Legislation
- Assess if there are any limitations on the rights of marginalized or vulnerable groups and provide details.
d. Key Actors
- Identify organizations involved in advocating for marginalized or vulnerable groups, including NGOs, charities, and non-profit organizations.
e. CCG Outputs
- Recommend the minimum percentage of workshop attendees from marginalized or vulnerable groups across various CCG themes.
- Assess the availability of disaggregated data on energy and transport infrastructure requirements for marginalized or vulnerable groups.
- Provide strategies to enhance participation in projects for marginalized or vulnerable groups.
f. Summary
- Highlight the main opportunities and challenges to increase GESI representation in projects, capacity building, and research as per the country strategy.
4. Deliverables
The consultant will be required to deliver the following:
- Inception Report: Detailed methodology and work plan within two weeks of the contract’s start.
- Summary Report including:
- Baseline data: Contextual analysis and demographic baseline data, including the specific needs of marginalized or vulnerable groups.
- Policy and Legislation Analysis: Review of existing policies, inclusion strategies, and legislative barriers.
- Key Stakeholders Map: Mapping of organizations advocating for marginalized or vulnerable groups.
- In-country GESI strategy for CCG engagement: Draft GESI strategy for the country for the CCG programme including action plan to contextualise and sensitise with CCG partners.
5. Duration and Location
The consultancy is expected to last approximately 6 weeks and will focus on one CCG country, with fieldwork and stakeholder engagements as needed. It will draw on the programme-wide GESI strategy and the CCG in-country strategy. Engagement with the CCG in-country team is expected.
6. Qualifications and Experience
The consultant should have:
- A Bachelor’s or Master’s degree in Gender Studies, Social Inclusion, Public Policy, or a related field.
- At least five years of experience working on GESI, particularly in the energy, transport, or climate change sectors.
- Proven knowledge of the country’s socio-economic and political context.
- Experience in policy analysis, demographic research, and stakeholder mapping.
- Excellent analytical, communication, and report-writing skills.
7. Application Process

- A CV (2 pages maximum) detailing relevant qualifications and experience.
- A document (2 pages maximum) outlining how they meet the required criteria set out in section 6, providing links to supporting evidence where possible.
- Their chosen CCG country (from Kenya, Malawi, Zambia, Ghana Vietnam, Laos, Nepal, and India).
- A technical proposal (2 pages maximum) outlining the methodology, work plan, and cost (including the number of days, daily rate, and miscellaneous costs, e.g., travel).
- Written confirmation that they can obtain appropriate professional insurance.

8. Reporting and Supervision
The consultant will report to the GESI Project Manager and will work closely with relevant stakeholders in the selected country.
Applications will be reviewed by a shortlisting panel consisting of members of CCG based at Loughborough University and other relevant CCG partner institutions.
