INTRODUCTION
CCG seeks a Senior Technical Adviser to provide one day per week of integrated technical assurance, coordination and strategic advice across linked energy modelling, open software, AI-governance and COP-engagement workstreams. The adviser will maintain an integrated master plan, conduct structured weekly reviews, identify dependencies and risks, advise on technical and diplomatic approaches, and provide concise monthly assurance reports to the Programme Director.
CCG is currently coordinating technical and policy-facing linked workstreams that require independent, expert integrated advice. You should bring extensive senior experience in system planning (energy or power), modelling and international technical assistance, together with a demonstrated ability to work strategically with multidisciplinary teams, engage strategic stakeholders and partners and effectively communicate achievements. Experience with open modelling ecosystems, COP processes, SAGES, MOSAIC-Modelling.ai or CCG Data-to-Deal initiatives is desirable but not essential.
Timeframe: mid-August 2026 to 31 March 2027, with an estimated commitment of 33 working days over this period (average of one day per week anticipated).
You will be working closely with and reporting to the CCG Programme Director.
Project Objectives
- Provide senior technical and strategic advice across the MOSAIC, SAGES, COP and energy-modelling workstreams.
- Maintain an integrated, current master plan covering dependencies, milestones, risks, decisions and recommended adjustments across three analyst / consultant roles.
- Provide structured weekly review and coordination inputs and delivery of agreed outputs.
- Strengthen the quality, coherence and strategic positioning of CCG engagement with the COP31 Presidency, international organisations and development partners.
- Support adaptive prioritisation as stakeholder discovery, working-group findings.
- Ensure relevant outputs follow U4RIA-aligned practices for attribution, referencing, version control, release management, traceability and auditability.
Scope of work and activities
Senior advisory coordination
- Hold one structured coordination session of approximately one hour per week with the relevant workstream leads, individually or jointly as appropriate.
- Review planned activities, evidence of progress, achievements, dependencies, emerging risks and provide strategic advice to the Programme Director.
- Maintain and update a master plan (at least weekly), covering milestones, interfaces, action owners, due dates, delivery risks and recommended adjustments.
- Prepare a concise weekly advisory action note, and consolidate these into a monthly assurance and coordination report against delivery.
- Recommend evidence-supported tactical changes to sequencing, focus for consideration.
- Escalate material delivery, technical, stakeholder or reputational risks.
Workstream coverage
- MOSOX developer and adoption lead: review development progress, documentation, reproducibility, adoption risks and dependencies within MOSAIC-Modelling.ai.
- SAGES and COP coordinator: advise on stakeholder discovery, working groups, AI-training review, COP engagement, event preparation, feedback coordination and NDC Partnership relationship-building.
- MOCORE and MOSAIC technical contact point: review development of the internal mathematical-programming capability, the Arendale synthetic dataset, model-comparison testing, ecosystem architecture and publication planning.
- MOSAIC ecosystem: map and track how MOSOX, MOCORE, Arendale, OSeMOSYS-related workflows and other constituent tools fit together, focusing on interfaces, adoption pathways, duplication risks and publication needs.
COP Presidency and diplomatic/content advice
- Review proposed diplomatic and substantive engagement with the COP Presidency and provide specific, documented suggestions.
- Advise on support to the Presidency’s action-agenda development, including consolidation of CCG feedback and identification of issues requiring attention.
- Review the tactical positioning of modelling support, stakeholder engagement and event organisation within the wider COP process.
- Support coordination between CCG, the COP Presidency and relevant international partners while leaving formal representation and commitments to authorised CCG personnel.
INFINITE, international organisations and contracting practice
- Advise on the development and positioning of the INFINITE / Data-to-Deal support offer, including country-facing asks and potential NDC Partnership routes.
- Draw on international-organisation technical-assistance and capacity-building practice when reviewing workplans, governance, reporting and stakeholder engagement.
- Review relevant best practice organisation (World Bank Group and comparable international-organisation) contracting or delivery practices where they can improve clarity, accountability, consultant coordination or evidence requirements to input best practice consideration.
Delivery provision
The contract will detail the deliverables against the payment schedule.
Skills and experience requirements:
Mandatory
- Relevant postgraduate qualification in electrical engineering, power systems, energy systems, energy economics, sustainable energy planning or a closely related discipline.
- At least 7-10 years of relevant professional experience in energy-system planning, power-system analysis, climate or energy policy, technical assistance, or comparable multi-disciplinary programmes in international organisations.
- Demonstrated senior experience coordinating, guiding or technically assuring the work of consultants, analysts or multidisciplinary technical teams.
- Demonstrated experience with energy-system modelling, power-system modelling or optimisation tools sufficient to review technical plans, model interfaces, testing approaches and analytical outputs.
- Demonstrated experience delivering or overseeing multi-country technical-assistance, capacity-building or institutional-strengthening programmes.
- Demonstrated professional experience within, or delivering substantial assignments for, an international organisation, multilateral development institution or comparable intergovernmental body.
- Demonstrated ability to engage senior governmental, international, research and development partners and to provide clear strategic and technical advice.
- Demonstrated experience maintaining integrated workplans, reviewing milestones and risks, and producing concise management or assurance reporting.
- Strong written and spoken English, including the ability to review complex technical and policy material and communicate recommendations to technical and non-technical decision-makers.
- compliance with U4RIA, conflict-of-interest, safeguarding, data-protection and contracting requirements.
Desirable
- Prior involvement in MOSAIC-Modelling.ai, MOSOX, MOCORE, OSeMOSYS, CLEWS, SAGES or a comparable open modelling ecosystem.
- Experience advising COP Presidency, UNFCCC, NDC Partnership or other high-level climate-policy processes.
- Experience developing country-facing technical-assistance offers, financing-mobilisation pathways or Data-to-Deal style programmes.
- Experience working with organisations such as the World Bank Group, IRENA, IAEA or comparable partners on energy planning, modelling or capacity building.
