BACKGROUND
While all countries face the urgent challenge of climate change, low- and middle-income countries (LMICs) encounter even greater obstacles. Launched in 2021, the UK Foreign, Commonwealth & Development Office’s (FCDO) Climate Compatible Growth (CCG) programme supports LMICs in strengthening climate action and mobilizing finance to shift investment pathways. CCG engages with its Affiliate Countries — including Botswana, Uganda, Ghana, Turkey, South Africa and Sierra Leone— to create research with local partners and to incubate and support partner-led research, providing accessible data, methods, tools, funding, and coding support.
OBJECTIVE OF THE CONSULTANT
The objective of the consultant is to support CCG’s project activities with Affiliate Countries by managing client relationships, developing project materials, and providing technical and administrative support as required.
SCOPE OF WORK
The consultant will be responsible for:
- Client Relationship Management – Maintain and strengthen relationships with affiliate country partners and stakeholders, ensuring effective communication and responsiveness.
- Concept Note and Proposal Development – Draft, review, and finalise concept notes, project proposals, and related materials to support fundraising and programmatic initiatives.
- Presentation and Document Preparation – Develop high-quality presentations, briefs, and reports tailored to different audiences, including donors, government counterparts, and internal leadership. These should reflect inputs from modelling work, stakeholder engagement, and alignment with national and international policy frameworks.
- Coordination and Liaison – Work closely with the Deputy Director and affiliate country leads to align project activities, track progress, and ensure timely delivery of outputs.
- Ad Hoc Support – Provide additional technical, research, or administrative assistance for activities determined by the Deputy Director and country leads.
EXPECTED DELIVERABLES
- Report on experience of D2D (Data-to-Plan) implementation in three African countries – a document describing the process (Data-to-Plan) followed in Botswana, Uganda and Ghana where CCG deploys the D2D framework with support from ECF and AFD. The report will be published on Zenodo and disseminated with donors, government counterparts, and internal leadership, reflecting modelling work, stakeholder engagement, and policy frameworks, and sharing progress, lessons, and results.
- Open-source common data repository – Design and develop a data repository to host datasets collected through the programme. Prepare a data story with technical and research teams showcasing how the data was applied.
- Peer-review journal article – Paper ready for submission to academic journals documenting the processes in the three countries.
CO-ORDINATION AND OVERSIGHT
The consultant will work with Deputy Director, CCG, and Affiliate Country Leads. CCG will provide technical support and contract management. Deliverables will undergo periodic quality assurance reviews by the Deputy Director and Affiliate Leads. The consultant will also engage in regular virtual and in-person meetings and participate in joint reviews of outputs.
DURATION AND COMMITMENT
The assignment will span from October 2025 (date TBC) to 31 March 2026, requiring a minimum commitment of three days per week (additional days might be considered subject to changes in project requirements and consultant’s availability/agreement). The consultant is expected to be available for all scheduled workshops, consultations, and capacity-building events, both domestically and internationally. Flexibility in responding to iterative feedback and evolving project needs is essential.
REQUIRED QUALIFICATIONS AND EXPERIENCE
The consultant should have the following qualifications:
- Relevant postgraduate degree in international/regional development environmental science, public policy, economics, social sciences or a related field.
- Experience in development planning or climate policy in international settings
- Demonstrated experience in stakeholder consultation and engagement in participatory processes.
- Experience in conducting data driven policy analysis and/or sustainable development research.
- Demonstrated experience in knowledge management and capacity-building, including project implementation, communication with government officials and workshop organisation and logistics.
- Strong organisational, analytical, and communication skills, with experience working in multidisciplinary and multicultural environments.
OTHER REQUIREMENTS
The consultant will work remotely, but the assignment will require international travel.
The consultant will be contractually obliged to provide evidence of professional insurance policy before the start of the engagement and prior to issuing of the contractual agreement. Engagement will not be possible without the appropriate insurance policy.
