On 27 October 2026, CCG convened the first Steering Committee for its finance tools, MINFin, FinTrack and FinCoRE. The meeting marks a milestone for the tools, which now join CCG’s established modelling tools such as OnSSET and CLEWs in having formal, independent oversight as they mature into open-source public goods.

Chaired by Vivien Foster (Imperial College London), the two-hour meeting brought together participants from the African Development Bank, Climate Policy Initiative, GFANZ, NDC Partnership, UNOPS, Clean Air Task Force, ETH Zurich and UCL, alongside the CCG team from Imperial College London and the University of Oxford.

The committee forms part of CCG’s common governance standard for its tools and will meet once a year to review progress and help steer priorities. Bringing users, partners and researchers into the tools’ governance builds trust through transparency and accountability, keeps development focused on users’ needs, and supports the tools’ long-term uptake.

On the agenda were model development, capacity building and country applications.

Model Development

The meeting opened with progress updates on each tool from its curator.

  • MINFin. MINFin Version 2.0.0, rebuilt in Python, has entered final testing. The new version extends the model from diagnosing financing gaps to optimising the financing structures and revenues needed to close them.
  • FinTrack. FinTrack has expanded coverage to more than 30 climate and development finance facilities, representing around 80% of climate-tagged finance flows.
  • FinCoRE. Following its publication in Scientific Data, covering 176 countries and projections to 2030, the model has been extended to four investor types, distinguishing international from domestic and public from private investors.

Capacity Building

The meeting then turned to progress on capacity building.

  • OpenLearn course. The free, self-paced course, Financial Modelling for Energy Transitions, has been available since June 2025.
  • Energy Modelling Platform. The first EMP-G finance track ran in July 2026 at ICTP in Trieste, with 10 participants from seven countries.
  • FlatPack. The finance teaching kit has joined CCG’s FlatPack programme, with several university engagements in the pipeline.

Country Application

The meeting closed with progress on country applications.

  • Thus far, MINFin has been applied 21 times across 16 countries since 2023, in both the energy and transport sectors.
  • Zambia. All three tools informed afinancing roadmap for the Integrated Resource Plan, developed with the Ministry of Energy, CIGZambia and Kukula Capital.
  • Uganda. A transport version of MINFin has been piloted with Makerere University Business School.
  • New work. New engagements with partner governments are under way in Africa and Asia.

Discussion

Much of the discussion centred on how the tools can respond to a changing financing landscape. With concessional finance declining, participants recognised that past levels are a less reliable guide to the future, and that projections need to be more scenario-based. The cost of capital was similarly acknowledged to respond to macroeconomic policy, regulation and public finance rather than follow a predetermined path, highlighting the value of showing how policy choices, such as stable macroeconomic conditions, clear sector regulation and support from public finance institutions, can lower it. Members also emphasised the importance of not considering the energy sector in isolation, since concessional finance committed to one sector is unavailable to others.

The meeting concluded with recognition of strong potential for collaboration, particularly around FinTrack and its alignment with other climate finance trackers. Members offered data sharing and joint work on online platforms and pointed to COP31 in Antalya as an opportunity to bring the tools to a wider audience.

We thank all members for their participation and insights and look forward to following up on the collaboration opportunities raised.
