CCG’s Flexible Research Fund #FRF is designed to empower local research teams to explore specific topics relevant to them and outside the scope of CCG’s main research agenda. One of these projects was awarded to Lao PDR for their project ‘Market Assessment for Standard and Labelling on Air Conditioners in Lao PDR’, the final workshop for which took place on 25 August with 45 people attending. A strategic roadmap for implementing standards and labelling was validated and adopted at the event, which included three technical presentations on the project’s findings and proposed roadmap, and a highly interactive Q&A session with a panel of experts answering questions from in-person and online audiences.



Assoc Prof Sengratry Kythavone, the project lead, and Dr Korrakot Phomsoda presented ‘Market Assessment and LCA Findings’. Mr Xayalak Vilaida, the project co-lead, presented ‘A Strategic Roadmap for Lao PDR’. A key conclusion from the data is the massive, quantifiable energy saving potential achievable by transitioning from inefficient fixed-speed ACs to modern inverter technology. The discussions confirmed that addressing AC efficiency is not merely beneficial but essential if Lao PDR is to meet its Nationally Determined Contribution (NDC) goal of a 10% energy reduction by 2030.



By focusing on the prioritized recommendations-particularly promoting inverter technology, establishing a product registry, and securing a regional testing agreement-Laos can effectively transform its cooling market for a more sustainable and energy-secure future. CCG received a letter of acknowledgement from the Government of Laos recognising the policy impact of the ‘Market Assessment for Standards and Labelling on Air Conditioning in Lao PDR’ conducted by National University of Laos researchers and supported by Karla Cervantes Barron. It said “This research is not merely an academic exercise, it is a foundational and indispensable tool for practical policy making. It successfully bridges the gap between high level energy goals and the on the ground actions required to achieve them.”

The participants included policymakers and government officials from MOIC, MOAE,MOF, EDL, LNCCI, including 10 provincial departments of industry and commerce. Air Conditioner importers, retailers, Lao Business Refrigeration Association, household owners and commercial building owners were joined by academic researchers and institutions, primarily from the National University of Laos. Community organizations and NGOs focused on environment and sustainability also participated.
