Climate Parliament

Sanjay is Chief Policy Adviser at the Climate Parliament, bringing decades of experience in national policy and international climate negotiations. A former Director General of Forests and Special Secretary to the Government of India, and a Cambridge University PhD in rural livelihoods, he has led major reforms in legislation, programme design, and finance across environment and development sectors.

At the Climate Parliament, he advises programme countries in Africa, Asia, and Latin America on renewable energy transitions. He leads the organisation’s work on Green Energy Zones and Community Green Energy Zones, designing models to mobilise low-cost finance for green power while addressing development needs. He also established the CEO & Investors’ Council to connect finance with large-scale energy transition projects, building on his role in launching the global Green Grids Initiative.

Sanjay has represented India in key global negotiations, including securing the UNCCD’s first 10-Year Strategy in 2007 and shaping the Asian Flyway Initiative under the CMS in 2020. He continues to balance conservation and development in India through his leadership of the Western Ghats Eco-Sensitive Area Committee and the National Task Force on Green Mining.
