Pamela Opio Acheng

Pamela Opio Acheng is a Commonwealth Scholarship Commission-funded DPhil student at the University of Oxford’s Oxford Programme for Sustainable Infrastructure Systems (OPSIS), developing decision-support tools for climate-resilient transport networks in Eastern Africa using remote sensing, machine learning, and economic modelling.

Prior to Oxford, she spent nearly a decade in infrastructure planning, design, and governance with Uganda’s Ministry of Works and Transport, United Nations High Commissioner for Refugees, the Construction Sector Transparency Initiative, and as an Assistant Lecturer at Makerere University’s College of Engineering, Design, Art, and Technology. 

At CCG, she recently led the development of a framework for incorporating extreme climate into the Highway Development Management tool (HDM-4).

She holds an MSc in Civil Engineering: Innovative Structural Materials from the University of Bath and a BSc in Civil Engineering from Makerere University.
