Jairo is a dedicated energy systems engineer. He serves as a consultant for national and international organizations, and his recent work focuses on building decarbonization pathways. He has led and coordinated high-impact international and national projects for the World Bank Group, the IDB, and UN-DESA including the assessment of benefits and cost of decarbonizing the transport sector in Costa Rica, the assessment of benefits and costs of decarbonizing the entire economy of Peru, the development of modelling tools to inform the dialogue towards the updating process of Costa Rica’s NDC, and the assessment of the fiscal impacts of decarbonizing the transport sector in Costa Rica.
Jairo holds a PhD from the University of Manchester, England. In 2016 he was appointed an invited professor at the University of Costa Rica and in 2020 became a Full Professor within the same institution.
He has significant experience working with multiple stakeholders (from ministries to civil society organizations) to design long-term strategies compatible with low-emissions goals. In Costa Rica, he worked closely with the Ministry of Environment and Energy, the Ministry of Planning, and the Ministry of Finance in different projects. In Peru, he planned and executed workshops with over 100 people to discuss the long-term goals of the country during the design of the technical insights towards their long-term, low-emissions strategy, which was also used to update their NDC in 2020.
He has published in over 25 published top-class journals and over 30 prestigious conferences. He has authored or co-authored over 20 high-impact technical reports for the industry.
