Senior Technical Advisor – Data-to-Deal Implementation, Integrated Modelling & Capacity Building

Background 

The Climate Compatible Growth (CCG) programme, funded by the UK Foreign, Commonwealth & Development Office (FCDO), provides analytical tools, modelling capacity, and long-term planning support to low- and middle-income countries. With a mandate to deliver globally relevant public goods, CCG develops open-source models (CLEWs, OSeMOSYS, MOSAIC), reproducible workflows, and decision-support processes—including the Data-to-Deal (D2D) framework—which countries use to align their Long-Term Strategies (LTS), NDCs, and investment plans. 

Across Africa and Asia, several countries are advancing toward LTS/NDC alignment using D2D. This requires deep analytical engagement, credible modelling, structured stakeholder processes, and capacity development to enable national teams to use, maintain, and expand the models. 

Project objectives 

  1. Strengthen technical capacity across CCG Partner, Associate and Affiliate Countries to independently operate, update, and extend the CLEWs++ modelling tool, including the ability to modify model structures, configure new workflows, conduct techno-economic assessments, and interpret complex results without external support
  2. Refine and expand the analytic framework across Partner, Associate and Affiliate Countries CLEWs++ model beyond its original NDC-focused configuration so it can support broader mitigation assessment, long-term planning, and net-zero scenario development, including enhanced sectoral detail, improved data structures, expanded mitigation options, and strengthened inter-sectoral linkages
  3. Integrate co-benefits into the analytical framework, enabling first-order estimation of health, productivity, and natural capital impacts associated with mitigation actions, and embedding these calculations within the CLEWs++ model
  4. Build a durable and repeatable modelling workflow that guides Partner, Associate and Affiliate Countries analysts through data preparation, model execution, and results interpretation—supported by automation tools, quality-control methods, and standard operating procedures
  5. Develop and deliver capacity-building activities including tailored training materials, remote technical support, and an in-person workshop to ensure Partner, Associate and Affiliate Countries can fully utilise, maintain, and expand the updated model as they advance towards their Long-Term Strategies (LTS)

Task and Activities 

A. Lead modelling development and guide implementation 

  • Provide technical direction for the expansion and refinement of the CLEWs++ model of partner, affiliate and associate countries 
  • Define structural changes, modelling priorities, and assumptions, while overseeing and quality-checking implementation work carried out by the junior modelling consultant 

B. Define and oversee co-benefits methodology 

  • Lead the conceptual design and methodological framework for integrating co-benefits (health, productivity, natural capital) into the model. 
  • Ensure accuracy and relevance for partner, affiliate and associate countries and consistency with international best practice 

C. Coordinate capacity-building and deliver training inputs  

  • Co-design the capacity development plan, and lead higher-level training sessions,  
  • Ensure that training materials and remote support activities align with long-term institutional capacity needs  

D. Lead workflow and documentation design:  

  • Develop the structure for a reproducible data→model→results workflow 
  • Ensure all materials meet quality and usability standards for long-term ownership

E. Coordination and reporting 

  • Work closely with CCG leadership to ensure alignment with programme objectives. 
  • Provide short technical notes and progress summaries for internal and external audiences. 
  • Participate in meetings with junior Research Associates, country teams, and modelling partners

It is estimated that this assignment would require 22 days of work.

Requirements

Sustainable Development Expertise

  • Experience supporting sustainable energy transitions and integrated resource planning in low-income and developing regions


Qualifications:
 

  • Advanced degree in a relevant field such as environmental science, engineering, economics, or related disciplines
  • Proven experience with integrated resource modelling, specifically CLEWs or similar frameworks
  • Strong understanding of data collection, validation, and analysis processes
  • Demonstrated ability to mentor and train junior researchers
  • Excellent project management and communication skills
  • Familiarity with the Data-to-Deal process is required
